Rohan Barnett, Esq. is originally from Kingston, Jamaica and since 2018 has been Director, Managing Counsel and Board Secretary for TD Private Client Wealth, TD Bank’s broker dealer and investment advisory subsidiary.  He is also responsible for providing legal coverage for TD Bank’s institutional asset management subsidiary. 

Prior to joining TD, Mr. Barnett served as Executive Director for the Financial Services Commission of Jamaica where he was the chief executive officer for the primary government agency responsible for regulation of financial institutions serving the securities, pensions and insurance industries. During his tenure at the FSC he was recognized for spearheading Jamaica’s efforts to eradicate unregistered financial organizations that were preying on Jamaican investors.  

He also played a critical role in the 2010 Jamaica Debt Exchange program, where the government of Jamaica successfully replaced its outstanding sovereign debt with lower interest and longer tenured notes.  That transaction ultimately led to a revaluation of the Jamaican dollar and improved macroeconomic stability.   

Mr. Barnett was also a member of the Board of Directors for the Bank of Jamaica, and chairman of various regional bodies regarding the insurance, pensions and securities industries in the Caribbean, including the Caribbean Association of Pension Supervisors, Caribbean Association of Insurance Supervisors and Caribbean Group of Securities Regulators.  He also represented Jamaica at the annual meeting of the International Organization of Securities Commissioners in South Africa.   

Prior to joining the FSC, Mr. Barnett had a distinguished career at Citigroup Global Markets Inc., rising to become the Northeast Divisional Counsel, with legal responsibility for Smith Barney’s largest and most complex branch network spanning from Maine to Northern Virginia.

Mr. Barnett is a member of the New York State Bar and received his Juris Doctor from Brooklyn Law School. He also holds a BA in economics from New York University and is a graduate of the Bronx High School of Science, where in addition to his academic achievement, he was captain of the track team and set the school record for the 400 meter which still stands today.  

He remains an avid runner and cyclist, and resides with his family in New Rochelle, NY where he is a trustee of Bethesda Baptist Church of New Rochelle.
